M&E 101: Understanding M&E for the Public Sector

A Primer for Getting Started with Monitoring & Evaluation for Public Officers

As part of its mandate to strengthen monitoring and evaluation (M&E) capacity across the public sector, the National Transformation Unit (NTU) continues to lead efforts to build the knowledge, skills, and competencies required for effective results-based management (RBM) and evidence-informed decision-making within Government.

In support of this objective, the NTU delivered Phase I of its M&E Capacity Development Programme through a training workshop entitled “M&E 101: Understanding M&E for the Public Sector- A Primer for Getting Started with M&E for Public Officers.” The workshop was conducted for selected Units and Departments within the Ministry of Planning, Economic Affairs and Development (MPEAD) and forms part of the Unit’s broader strategy to strengthen the understanding and application of M&E across Government.

The training is designed primarily for public officers involved in planning, programme implementation, reporting, policy development, and programme support functions who may have limited formal exposure to M&E. Through practical examples, interactive discussions, and hands-on exercises, participants were introduced to fundamental M&E concepts, tools, and approaches used to assess performance, measure results, and support continuous improvement in government programmes and policies.

By the end of this current workshop, participants are expected to have a stronger understanding of M&E, performance measurement, indicators, data collection, and the use of evidence to inform planning, decision-making, and accountability. The session will also provide practical insights into how M&E contributes to improving programme effectiveness and strengthening public sector performance. The delivery of this workshop reflects the NTU’s ongoing commitment to building a culture of performance, learning and evidence use across the public sector.

Phase II of the programme will be implemented for additional Units and Departments in the near future, with plans to expand the initiative to other Ministries, Departments, and Agencies (MDAs) as part of the Government’s broader efforts, through the MPEAD to strengthen institutional capacity for monitoring, evaluation, and results management in all public sector MDAs.
