DevelopTT Launches New e-Services to Strengthen Digital Service Delivery

The Ministry of Planning, Economic Affairs and Development, through the Town and Country Planning Division (TCPD), has launched four new e-Services on the DevelopTT platform.

This further modernises the development approval process, making it more accessible, transparent and convenient for citizens, businesses and professionals.

The new services were officially launched in August 2026, in the presence of representatives from Government agencies, industry stakeholders, professional associations, the private sector and the media.

The four new e-Services are designed to streamline applications and administrative processes while providing users with greater convenience in accessing development-related services online. This expansion forms part of Government’s broader digital transformation agenda and its efforts to create an enabling environment for investment, economic activity and sustainable national development.

The latest services available through DevelopTT are:

ADVERTISEMENTS:
An application for the display of any sign, placard, board, notice or representation for the purpose of advertisement.
CAR RENTAL CORRESPONDENCE:
A request for a non-objection to the use of land as a small car rental facility.
VARIATION REQUEST:
A site-specific request for minor variations to site development standards for an approved Outline application.
MINING:
An application for planning permission for mining, including mineral and material extraction and processing activities.

Speaking at the launch, Senator Dr. the Honourable Kennedy Swaratsingh, Minister of Planning, Economic Affairs and Development, said the expansion of DevelopTT represents an important step in improving how citizens and businesses interact with Government. The Minister stressed that digital transformation is not simply about putting services online, but about making Government services more responsive, accessible and effective. He acknowledged the progress made through DevelopTT while emphasising that further improvements are necessary to ensure that the development approval system continues to meet the evolving needs of its users.

“Digital transformation is not a destination; it is an ongoing process of listening, improving and responding to the needs of the people we serve. While we have made significant progress, we recognise that there is still more work to be done. We remain committed to working with our stakeholders to identify opportunities for improvement and to ensure that DevelopTT continues to evolve as a service that is efficient, responsive and fit for purpose.” The Minister reaffirmed Government’s commitment to working with Government agencies, professional bodies, developers, industry representatives and other stakeholders to identify challenges, strengthen processes and pursue continuous improvement.

Minister Swaratsingh highlighted the importance of listening and responding to the needs of the people.

Particular attention was placed on the new Variation e-Service, which provides a structured process for submitting requests for minor variations to site development standards. Such variations may be required to address practical circumstances arising during the development process. The new service allows these requests to be submitted and considered through a defined digital process, while maintaining established planning policies, development standards and environmental safeguards. The Minister noted that the service demonstrates how technology can be used to improve the delivery of public services while upholding good governance, accountability and environmental stewardship.

Since its launch in 2020, DevelopTT has expanded significantly and now offers eleven (11) e-Services, ranging from TCPD Planning Permission Applications to the submission of Unauthorized Development Complaints. All DevelopTT services are available online at no cost to members of the public. To date, the platform has attracted more than 15,000 registered users, with more than 45,000 applications submitted through the system. The platform also facilitates greater coordination among Government agencies involved in the development approval process. Agencies including Regional Corporations, WASA and the Ministry of Works and Infrastructure- Drainage Division utilise DevelopTT, supporting a more integrated approach to processing development-related applications. At the launch, guests were provided with live demonstrations of the four new e-Services, highlighting the platform’s enhanced functionality and demonstrating how applicants can navigate the digital application process.

The continued expansion of DevelopTT reflects Government’s efforts to reduce administrative barriers, improve service delivery and provide greater transparency throughout the development approval process. As the platform evolves, the Ministry, TCPD and its partners will continue to assess its functionality, respond to user feedback and identify opportunities for further enhancement. The Minister’s renewed commitment to stakeholder engagement underscores the importance of collaboration in achieving sustainable improvements. Government will continue to work with those who use and support the development approval system to ensure that future enhancements are practical, responsive and aligned with the needs of Trinidad and Tobago.
