Project Planning and Reconstruction Division
Ms. Yvonne Brumont-Baldwin is Head of the Project Planning and
Reconstruction Division.
PPRD is responsible for the programming of public sector investments
in keeping with the development policies and strategies at the
national and sectoral levels and facilitating the full
implementation of the Public Sector Investment Progamme through the
timely mobilisation, efficient allocation and effective management
of resources among line Ministries and other key stakeholders to
achieve sustainable national development.
Core Functions
- Secure for the Public Sector Investment Programme, adequate
resources on the most beneficial terms and conditions – this
includes both loan and grant resources from the major Multi-lateral
Agencies such as the Inter-American Development Bank (IDB), The
World Bank (IBRD), European Union (EU), and Caribbean Development
Bank (CDB);
- Act as a liaison between Multi-lateral Agencies and Government on
matters relating to loan and grant programmes;
- Coordinate all Programming, Appraisal and Monitoring Missions of
Multi-lateral Agencies and reporting to the Permanent Secretary and
the Minister;
- Provide support and information to the Permanent Secretary and
Minister in preparation for negotiations with Multi-Lateral
Agencies;
- Prepare the Annual PSIP/Three Year PSIP by allocating resources
efficiently among a set of programmes and projects that have been
vigorously and carefully selected on the basis of established
criteria, to achieve Government’s macro policy objectives;
- Measure and analyse the developmental impact of projects and
programmes based on resource utilisation;
- Assist executing agencies in the effective implementation of the
projects and programmes for which these resources have been
allocated, by way of upgrading the skills and capabilities of
implementing agencies in human resource and operating systems, and
providing technical advice relating to the project cycle;
- Coordinate and manage PSIP implementation to facilitate
optimization of the use of the resources, pro-active monitoring,
interaction and encouraging the timely flow of accurate and reliable
information from client Ministries;
- Evaluate the impacts of projects and programmes in terms of
benefits accrued, best practices learnt, strengths and weaknesses in
project design etc; and
- Develop proper mechanisms to enable and encourage feedback from
client Ministries and other key stakeholders.
