European Development Fund (EDF) Unit
Ms. Marlene Antoine is the Programme Coordinator of the EDF Unit.
The EDF Unit was re-established within the Ministry of Planning and
Development in February, 2001. The Permanent Secretary of the
Ministry of Planning and Development (MPD) is designated the
National Authorizing Officer (NAO) for EDF programmes.
The Unit provides administrative and technical support to the
National Authorizing Officer (NAO) who is the national focal point
for all matters pertaining to the programming, preparation and
implementation of projects funded by grant resources provided by the
European Commission.
The effective mandate of the EDF Unit is that of improving the rates
of commitment and disbursement to achieve full and effective
utilization of the EDF grant resources made available to Trinidad
and Tobago by the European Commission. At this time the EDF Unit is
responsible for managing the preparation of 8 projects worth in
excess of Euro 40 million (TT$240 million) and for oversight
monitoring of the implementation phases of two other EDF funded
projects worth in excess of Euro 6 million (TT$36 million).
Core Functions
- Prepare the documentation required to access the EDF grant
funds;
- Prepare Terms of Reference for and managing the preparation
of projects;
- Assist in the Start Up of the EDF funded projects;
- Monitor/oversight of EDF projects being implemented by other
agencies;
- Enable the Office of the NAO to be a national focal point on
EDF matters;
- Liaise with the European Commission on matters pertaining to
the EDF.
